Anope Database Converter

The Anope Database to Xtheme Database conversion scripts need to be evaluated and likely updated. It is something that has been repeatedly asked over time (in atheme as well) if the Anope to *theme database conversions work properly, and no clear answers given.

This issue is important to IRC networks looking to migrate from Anope to Xtheme or atheme, and is worth the time to test and update the database conversion scripts.
