ChanServ QUIET with duration

I would like to request Chanserv QUIET added with duration or permenant same as akick

After thinking more and more about this, this would be better performed with bots. I will keep the idea in issues so that I can continue to think this over and gain any other additional input.

There are known bots that can accomplish this:

Limnoria Bot with Chantracker Plugin
mIRC Bots/Scripts
I'm sure there are many more that I am even not aware of.
