WIP: Support for Plugins / Tools

This adds support for plugins or tools to be used by the chat bot.

At the moment this is just a little clean up compared to the version we've built on stream.

Currently available tools:

• Calculator (via Javascript eval)
• Encyclopedia (via Vecto)
