Non standard USBC

I have found that I can only power my Lilygo board with a USB type C plug to USB typeA plug. A USBC to USBC lead either from my Mac or from a USBC power supply does not work. Is this expected behaviour?

Weirdly, I have this issue too. I have to use a USBC to USBA plugged into a USBA to USBC in order to get it to power on.
