Not able to setup conda env

I'm getting error about missing packages (scipy 1.11). I've installed it with conda install but still unable to create env - getting the same error. Anyone have any idea how to fix it?

Edit environment.yml and move - scipy=1.11.0 under the pip section and change it to two equal signs:
