Update XILINX_VER_MAIN variable

Update the XILINX_VER_MAIN variable to 2020.1 on the rel-v2020.1 branch.

This also fixes a bug where the xsct command was not found even after extracting the tarball because of the version mismatch (the tarball was being extracted under build/xsct/Vitis/2020.1/ however the build path used build/xsct/Vitis/2019.2).
