4 - Full accl support

This PR is the final one regarding the support of Coyote and ACCL with FINN. It contains high level changes to split partition the design and the components that allow the inference to run in a distributed fashion. It also contains the automation of the hardware that goes with it.

This PR should be the last one to be merged.
