UARTPS: XUARTPS_EVENT_RECV_ORERR flag not used.

The handler with XUARTPS_EVENT_RECV_ORERR set to the event never occurs. The only way to detect receive overrun is from XUARTPS_EVENT_RECV_ERROR, would be to read last errors as in the comment in code but it's also not implemented.
