Added latest theme files

Updated HTML theme with latest requirements

Fixes issue with C++ API content was not properly displayed (CR-1137689)

conf.py updated to correctly include breathe extension and remove .md extensions

Tested with 2022.1 content

Documentation updated with latest cookies settings, analytics collection, and footer copyright

Why it is failing binary cheks? I see it is giving error for png file, many PNG files are already there inside the toc directory from long time

Binary files and most files are missing copyright. At least one file claims to be from some other place, but no copyright included. Some files are missing a newline at end.

Is there an easy way for me to see those types of issues and resolve them? Thank you all for the assistance :)
