Using the Yolov3 tf Weights

In the readme file for the tf_yolov3_voc_416_416 protocol buffer, in mentions to follow the instructions to load this protocol buffer are in a paper. I was attempting to use this particular network, as well as others, and was hoping someone could point me towards the paper, or papers, that are referenced.
