Link of Wikipedia in specific language

Now the bot use the wikipedia tag, that could be in any language. My purpose is:

• Generate Wikipedia link for one language (english, for example) with wikidata tag
• If Wikidata tag doesn't exist, generate Wikipedia link (english, for example) from wikipedia tag (perhaps using wikidata). If there aren't articles in this language (english), to use the link from wikipedia tag.

It could be very useful in future for localization.
