Fixes a NullReferenceException http headers are missing

Headers for Content-Type or Content-Length may not be present when the server is responding with no content body. The Xero servers do not do this, but other servers may (and do). Since the DevDefinedOAuth namespace is defined in this build, the bug must be fixed here. DevDefinedOAuth should fix this, too.
