This is caused by a gmod bug, you should be able to work around itchy raising the shadow resolution quality in the settings

Mods that do not use custom binaries should run fine. However, mods that do will need to be recompiled.

Do you have hdr enabled in your video settings? this is a HDR thing i haven't accounted for. you should have it on btw

try change the stormfox brightness multiplier cvar
