cmd/anubis: Migrate to TecharoHQ/anubis

Anubis is starting to gain traction and people have started adopting it (eg. gitlab.gnome.org, and crazy people like me).

Please consider migrating the app to its own repository to make it more discoverable and so it can be found with a simple web search.

This is something I've been planning to do for a while, but I need to refactor things to extract/expose internal parts of my /x/ monorepo that I use for things like configuration and the like. I'll put it on the TODO list though!
