Error - Acknowledge Apple ID & Privacy Agreement, but I did already

I'm attempting to install Xcode 16.4 using Xcodes.app 3.0.2 (34). The app prompts for my Apple ID and password, then requests the 2FA number challenge, and then gives the error "An error occurred. You must sign in to https://appstoreconnect.apple.com and acknowledge the Apple ID & Privacy agreement".

But I am quite sure I logged in to App Store Connect and signed every agreement presented when I initially logged in. I can't find anything else to acknowledge within App Store Connect. I verified that my AppleID in the App Store Connect has the role of 'Developer' and has 'Access to Certificates, Identifiers & Profiles'

I'm not sure what else to check. My coworkers have their developer login created through similar processes and have not had this problem. My account's permissions look similar to my coworkers' permissions in the 'Users and Access' page of App Store Connect.

I've un-installed and re-installed Xcodes.apps. I'm not sure what else to try.... Any advice?

Expected behavior The selected Xcode version gets downloaded and installed.

Interesting update: I installed the CLI Xcodes (on same Mac) and it worked fine to install Xcode 16.4 with the same developer id/pwd that failed with the error above from Xcodes.app. Does that help at all with the diagnosis or resolution?
