Cannot download XCode 16.4 on Sequoia

I click install and immediately get the "cannot install, if issue persists submit bug report". I attempted a download from the App Store and it took so long I tried to cancel. Launchpad and app store still think they're in the middle of a download. To cancel the app store DL I tried logging out, and a restart.

To recreate: Click install on the XCODES app at version 16.5.

Expected: I wanted it to download XCode.

*Edit: @jason-devs I fixed this by enrolling as a developer on the apple website, you also have to agree to their TOS before being able to access these installs.
