FIDO Error when logging into the apple account

Describe the bug When logging using Apple developer account with FIDO hardware keys the following error is thrown. Similar error reported here: https://github.com/XcodesOrg/XcodesApp/issues/704

To Reproduce Steps to reproduce the behavior:

1. Log out
2. Log in into account which requires the hardware key
3. type the PIN
4. You get the error and key is not initialized

Expected behavior User is able to log in into the developer account using the FIDO keys.
