Xcodes installed but no individual xcode will install

Describe the bug I installed xcode/s via the command line using the command brew install --cask xcodes but once that is done any individual xcode I try to install and open ends in the following error after a few seconds

To Reproduce Steps to reproduce the behavior: install xcode/s using the command listed above. Open xcodes via the spotlight function on my map. Click install on any version of xcode. Get the error message that says to open a bug ticket

Expected behavior I would expect that the xcode would load/install and that the simulator would open up on my computer.
