Cannot install Xcode 14 Beta

Describe the bug A clear and concise description of what the bug is. I tried to install the Xcode 14 Beta 2 but received an error message. To Reproduce Steps to reproduce the behavior: Click "install" next to the Xcode 14 Beta Expected behavior A clear and concise description of what you expected to happen. @LHY-42 did you try going to your Developer's portal already? You might need to accept a new agreement.

This worked for me. Just go to https://developer.apple.com/account, log in, and accept the user agreement.

I had the same issue with 13.3.1, and accepting the terms at Apple Developer account worked for me: https://github.com/RobotsAndPencils/XcodesApp/issues/352
