Project MOSES - Find alternatives to ensure RetroDECK's health

This project is giving us a have safe places to keep running RetroDECK in case of an universal flood.

Online selfhosted, needs more configurations and tweaks, runner not enabled unless needed. It's replicating our GitHub repos at the moment so our code is safe. Our releases are not available there, they should be generated as new in case. It will be publicly available on http://repo.retrodeck.net soon-ish

Dynamic links for version downloads

In the RetroDECK Framework we should point to dynamic addresses for getting the repository data and releases so we can always update it from Cloudflare to keep the builds healthy.
