Windowed/Full Screen emulators behavior

Add a Configurator option that configures the emulators to start in Windowed mode if RetroDECK senses the Desktop Mode. This option should be enabled by default.

If the emulator is called from Configurator is always in windowed mode.

If the game is called in Game Mode is always in full screen.
