Some emulators are not regenerating shaders on game launch

In a normal scenario Citra regenerate shaders when a game launches with a little loading screen. This does not happend on both the core & stand alone and constant game freezes from 60 to 0 when new shaders need to load in. I have tried to turn of Disk Shader Cache it does help for some games but tanks the performance in others.

This issue was found even in Yuzu, was temporary sloved by disabling the shaders cache.

Probably a common issue while writing on FS

I have messed with the shaders in RPCS3 as well and the software keeps complaining that it can't find the shaders directory. But it looks like they do get compiled. Needs more investigating.

So Yuzu, Citra, RPCPS3.

CITRA ES-DE was calling citra and not citra-qt and launching citra from terminal crashes, so I made ES-DE use citra-qt that from the terminal seems to work correctly and at a normal speed.

I think it works now in 0.6.3b after emulator updates
