Duckstations memorycards folders are not created and are not working.

RetroDECK needs to create the following structure:

saves/psx/duckstation/memcards/

Duckstation does not have the ability to create the folders. Right now the memorycards are not working.

Fixed in: https://github.com/XargonWan/RetroDECK/commit/2387cc854fd9d0d211d61167fec9854a10892f6a for single user only. We need a fix for multi user mode @icenine451 .
