Configurator: Change global emulator system language/region
Some emulators are setting the games language with the default system language that is now english/europe. We need a Configurator option to orchestrate this change in all the emulators at once so the users can change the language in their games easly.
Emulators that need this:
- [ ] Dolphin (SA) (Global Language, GC Language, Wii Language)
- [ ] Yuzu
- [ ] Ryujinx
- [ ] RPCS3 (Console Language, Console Region)
- [ ] Citra (SA) (Console Region: Auto-select, Interface language)
- [ ] MelonDS (SA) (Frimware Language)
- [ ] to verify: Duckstation
- [ ] CEMU (Console Language)
- [ ] Vita3K (not yet available)
- [ ] MAME (standalone)
- [ ] ⚠️ RetroArch (RetroArch Language but System/Language is per-core)

No, actually this concerns only the emulators settings, it's not taken from the OS afaik. My SteamOS is Italian but RPCS3 plays in english until I change it in the options.
Critical points:
- Some emulators got a language and a region, should we ask the user both?
- on RetroDECK we should show all the Region/Language even if they're not supported by all the emulators, what are we doing if I choose EU/Italy but for example on CEMU is not available? We just fallback to EU/English for the unsupported systems?
