Add support for Azure App Configuration Health Check

What would you like to be added: Support for Azure App Configuration, similar to Azure KeyVault

Why is this needed: App Configuration acts a centralized repository for configuration settings, and can also pass-through connection to Azure Key Vault. They are very complimentary.
