`up`: add support for GitLab releases `gitlab-release`

Similar to what we have for GitHub releases, we should support GitLab releases. Gitlab have releases like e.g. https://gitlab.com/graphviz/graphviz/-/releases We would need to find one that has binaries for different arch/OS for testing.
