Document configuration of admin and secure gateway with subnets

1.9.0 introduces new ways of configuring API settings for recognizing administrators and secure gateways by subnet ranges (in "slash" notation). Previously admin and secure gateway connections could only be identified by individual IP addresses.

Don't merge until 1.9.0 is released.
