Enforce IP limits across a cluster of servers

Hub pools as zaphod.alloy.ee face the issue of nodes connecting to multiple servers (sometimes all) in the cluster. This blocks valuable slots that could be provided to other nodes. I would ask that this limit either be hard coded, or a configurable value for a cluster.

An example of how high the duplication is on zaphod.alloy.ee: Total = 1288 Unique = 455

There also seem to be situations (somewhat rare) of the same public_key across IP addresses. Detection of this across a cluster would also help.
