Subscription for server state changes

For integration testing it would be useful to have a way to subscribe and receive updates when:

  • Cache is full vs. cache is not full
  • clio is read for rpc, or when it's not
  • anything else that could be helpful

@mounikakun can you let us know if this would actually be useful for you? Since we are not planning to implement server_state, it does not really make sense to implement this subscription either unless it's really useful.
