Move tooling to LLVM 18

We should move our tooling to LLVM 18 as soon as it is available in homebrew.

Related PR in homebrew: https://github.com/Homebrew/homebrew-core/pull/165206 In nixpkgs LLVM 18 is already available.

Also try to revert #1344 after moving to LLVM 18.
