i encountered the same problem,but when i pressed ctrl+C to stop the installation before hours waiting(more than four hours), it continue installing, what's a surprise!

Switch data sources before installing, or use this one directly.

PIP_USE_PEP517=1 pip install basicsr==1.4.2 --index-url=https://mirrors.aliyun.com/pypi/simple
