Rework notifications module to implement notifications using Xoops\Core\Service\Provider mechanism.

Richard, I would have a look into this issue. What would be the methods transfered in a serviceProvider within the methods available in NotificationsNotificationHandler.php? Do we also have to create some new specific methods ?
