Bug: Navigation using form map at bottom redirect broken

Describe the bug If you click a page in the map on the bottom right hand corner of the designer, it doesn't take you to the page, it doesn't take you to the page you clicked, it takes you to the 'create new form' or 'open existing form page. To Reproduce Steps to reproduce the behavior:

1. In designer, click a page in the map on the bottom right hand corner
2. This opens "Design and prototype forms" starting page.

Expected behavior Expect to be navigated to the page I clicked within the designer to edit it.
