Increase drag handle hitbox for changing order of components

Describe the bug Component reordering is not "obvious".. I think as a first pass we can increase the size of the drag handle, as well as remove the hover state.

To Reproduce Steps to reproduce the behavior:

1. Create a page with components
2. hover over a component
3. see the drag handle (looks like 3 horizontal lines)
4. attempt to drag

• it's always hit and miss for me.. maybe the whole box should be draggable?
