Additional terrain controllers being automatically added to consume block modifiers

I've seen this reported twice now in the discord, a terrain controller will be written into the age specifically, but a dangling block modifier will be consumed by a second added terrain controller which handles generation.

In fact I noticed while taking these screenshots that it appears to be ignoring both the terrain and the biome controller, neither of which generated any modifiers.

This is caused by putting the modifiers in the wrong order, but my understanding was that the resulting grammar expansion would choose features like tendrils to consume the dangling features, rather than an additional terrain.
