I also tweaked the list of artifacts that get generated, as I think having musl arm wheels would be useful since ARM is becoming more popular (armv7 is for things like the raspberry pi).

I wasn't sure how to handle projects not having a cargo-deb config, I guess they can just take this part out?

The error seems unrelated to this change, perhaps these targets are just flaky?
