[TAG] A workflow of rating process and a tagging website promotion.

Description

In past meetings, we have discussed numerous rating process workflows. However, there is no consensus between each other. So it is important to have a standard workflow to tag the data. And here I provide a simple way which is discovered in a paper called "A ground-truth dataset and classification model for detecting bots in GitHub issue and PR comments". And I promote a website that could realize the progress. And I think the website is simple and target the domain of the data, like tagging the bot in OSS, tagging the type of repository in OSS.
