Re-add cmd-block

Description

What does it do and how is it useful? Please assume that we have never heard of it before. Just mentioning a name won't work. If it's for an older version of Minecraft (like 1.8 or 1.12), please mention that too.

To get a written cmd-block in creative can still use on 1.18.1 paper with 1.8 wurst client and viaver/protocol support , I don't know why it was removed.

It's very useful in a creative server and trick the op to let them place it ! /restart , /reload and /timings can run in cmd-blocks :)
