Bug Report: 0 Volume still playing audio

Describe the bug When adjusting the volume up then down after muted while playing out loud, there is still volume playing. (I know.. it's obscure haha)

To Reproduce Steps to reproduce the behavior:

1. Play any audio (ex: Spotify, Apple Music, Youtube, etc) out loud (not connected to any Bluetooth devices) (Preferably play something that is relatively loud so the bug is easier to verify)
2. Turn the volume all the down until it is completely muted and nothing can be heard
3. Press volume up once
4. Press volume down once
5. See that you can still hear the audio out loud (softly), even though the volume bar is empty

Expected behavior The volume should be muted after step 4

Please complete the following information:

• OS: Sonoma 14.1.1
• Device: M2 Macbook Air
• Version: 3.0.5 (246)

Additional context After step 2, if you press volume up twice and volume down twice, the expected behavior occurs. Strangely, the issue only occurs when you press volume up once and volume down once. This issue also did not occur with my AirPods Gen 3 if that's helpful.
