Create admin page to show heatmap of ARC failures

Have ARC log a location on the map to ES where it couldn't resolve enemies. Plotting these as a heatmap will allow me to see where ARC could use touch...

That'll be a toggle in the data and a full duplicate of the data between raw and after the data has gone through ARC.
