changes to configuration apply to previously created meters

Is your feature request related to a problem? Please describe. As of OTEL spec 1.13.0 (not yet released) , attributes are an optional parameter on the MeterProvider.get function. The spec suggests that changes to configuration will apply to previously created meters.

MeterProvider has been implemented but does not includes the functionality listed above.
