Plugins trac: Header not updated and Footer layout is broken

On Plugins.trac the header style is not updated and the footer section is completely broken plugins trac ui issue

I've requested systems deploy the new trac templates via https://make.wordpress.org/systems/2023/02/06/update-plugins-trac-templates/

This has been reported numerous times in numerous places.

Leaving this issue open until that's done.
