Renaming filter to 'propagate_network_user_spam_to_blogs' and adding unit testcases

  1. Adding onto this https://github.com/WordPress/wordpress-develop/pull/8633 > renamed the added filter to 'propagate_network_user_spam_to_blogs' in alignment with current WordPress naming standards.
  2. Added unit testcase.
