The top of the homepage overlaps with the admin bar on theme 2024

Describe the bug

The theme for 2024 has an issue where the top of the homepage overlaps with the admin bar. This isn't happening with other themes. Additionally, everything looks fine in the playground or other local environments that are primarily based on WordPress Core. At a quick glance, the CSS styles seem to be the same, so it needs to look deeper into what the problem might be.

To reproduce

Steps to reproduce the behavior:

  1. Set up a local env.
  2. Change a WordCamp site theme to 2024.

Expected behavior

The admin bar doesn't overlap with the top of the homepage.
