Docker: Add script to build all dependencies

Certain plugins like Blocks and Application Tracker needs to build some js files in order to work. Creating a script to do that will be very convenient and will help in development flow.

For context, this is intended to be run once after the initial Docker compose, rather than being some general-purpose thing.
