Twenty Twenty-One Blocks: Migrate Heading styles

Check that the styles for the paragraph block mirror the ones in TT1. Define as much as possible of the styles within theme.json

Move this to theme.json

https://github.com/WordPress/gutenberg/pull/27555 Regarding font weight, that issue appears to have eliminated font weight from being provided as a CSS variable. This comment sums up my feelings regarding that change pretty well.
