Inconsistent categories within inspector and submission modal

Describe the bug

The categories on both should be generally matched to the patterns available in WordPress core (source) and the incoming work on category refinement in https://github.com/WordPress/gutenberg/issues/47847. Most notably, the Inspector category list still has categories we are not actively surfacing.

Note that I've omitted the "Featured" category (which we don't provide a UI for selection anyhow) but I don't think we should be shipping any core patterns as "Featured" on a site https://github.com/WordPress/pattern-directory/issues/612.

To Reproduce

1. Add a pattern, see categories in the block inspector.
2. Press "Submit", and hit "Next" until you see the categories in the submission modal.
3. See how they are different.

Expected behavior

The same categories (as listed above) are available in each area.
