Make it easier to run Openverse from an offline media

Description
This PR makes Openverse easier to install from an offline media. It includes the following changes
- recipes to dump non-Openverse images to
.tar.gz
files that can be loaded on the destination
Testing Instructions
For change no. 1
- Run
just docker/save
. See that a bunch of images have been placed in thedocker/images/
directory. - Delete all the images that were dumped.
- Run
just docker/load
. See that all the images have come back.
