Add dead link tally script

Description

A script we used today to query for the number of dead links in the link validation cache.

I will fill in more details later.

@WordPress/openverse-api what do we think about this? Does it need to live in the API, and if so do we like the root-level scripts directory? Or should we move it into the WordPress/openverse repository?
