The following plugin has an update available after a freshly provisioned site:

Ideally with a fresh checkout this plugin should be up to date

That's actually not outdated; there's a fork of that plugin in the w.org repo that's slightly different from the one in the meta repo.

I should bump the version of the one in the meta repo to match the w.org repo, though. That'll avoid the false notice.
